The RGH Philippines plastic pyrolysis project connects a local waste problem with a domestic fuel opportunity. We were selected to provide the technology and undertake the Detailed Feasibility Study for an initial 30-tonne-per-day facility in Bulacan. The development brings process selection and investment planning into a project with identified local partners and infrastructure.
The partnership combines our processing technology and project-development expertise with local waste-sector experience, land and a defined resource-recovery facility concept. The commercial ambition is substantial: RGH has announced an annual fuel-production objective of approximately nine million litres and an expansion ambition exceeding 100 tonnes per day. Recovering the hydrocarbon value in discarded plastics gives that ambition a local resource base.
For investors and developers, this case shows how we connect the conversion plant to the infrastructure, feedstock and customer requirements that determine its value.
In the Philippines, inadequately managed plastic waste can move from communities and disposal sites into waterways and coastal environments. Recovering that material requires collection and sorting infrastructure, an appropriate processing route and customers for the resulting products.
RGH’s challenge was to bring those elements together in Bulacan. The proposed facility needed a reliable supply of suitable plastics, a site capable of supporting industrial operations, and a fuel-production configuration matched to the intended market.
Domestic fuel demand gives the recovered material a practical destination. The development therefore focuses on converting selected waste plastics into a useful hydrocarbon resource, with product quality and any required upgrading determined by the intended customer application.
Our engagement established a Detailed Feasibility Study scope for a waste-plastic pyrolysis plant of approximately 10,000 tonnes per year. The initial configuration is 30 tonnes per day, with an announced operating basis of 330 days per year.
The local partnership identified a 13,000 m² resource-recovery facility on 20,000 m² of land provided by Greenergie. Those dimensions give substance to the development: the project connects a defined processing scale with land and infrastructure planned around resource recovery.
The announced feedstock scope includes polypropylene (PP), polyethylene (PE), including LDPE and HDPE, and polystyrene (PS). Sorting and preparation connect that incoming material to the selected pyrolysis process and the quality of the recovered products.
Combine our technology with local development capability
RGH selected we for its thermal-processing technology and customized project solutions. The DFS engagement brings process selection, equipment configuration and the preliminary commercial case into the same development exercise.
RGH and REI Global contribute local project-development capability. REI’s announced responsibilities include equipment identification, raising construction capital and working with RGH on facility performance. Greenergie contributes land and local waste-management experience. Together, these roles connect our technology with the resources needed to establish the project in the Philippines.
The joint development work addresses feedstock procurement, product offtake, site selection and permitting. Each affects the configuration of the plant and its investment case: incoming material must suit the process, and the recovered product must suit the customer.

Develop the fuel market and energy configuration together
RGH announced a production objective of approximately nine million litres annually, described in the partnership announcements as diesel fuel. This is a project production objective, with the finished product and required upgrading determined by the agreed fuel specification.
The project basis also identifies an optional 2.4 MW combined heat and power configuration. Liquid-fuel sales and electricity generation provide different routes to market; the selected configuration and energy balance determine how those opportunities can be combined. The development work connects that choice with customer requirements and the use of the recovered hydrocarbons.
Make traceability part of the project design
The planned integration of KleanLoop adds a digital record of incoming feedstock, processing activity, carbon information and product sales. Linking those records can help connect the material collected with the product delivered and provide a clearer basis for reporting to customers, investors and other project stakeholders.
Traceability gives the resource-recovery proposition an operational foundation. It supports the evidence behind the project’s material flows and environmental reporting as the facility develops.
Our project record identifies the feasibility study and permitting as completed, with feedstock secured. Product offtake and funding remain under development. These milestones establish the reported development position from which the partners can advance the plant and its commercial arrangements.
The project’s scale and intended contribution are clear:
These figures describe the project basis and intended operating contribution. The optional power-generation configuration is assessed within the selected product and energy strategy.
Our contribution is the technology and development work needed to turn those local resources into a functioning production business. The Bulacan assignment also provides the partners with a project basis from which to evaluate additional locations, applying the lessons to each site’s feedstock and customers.
1. The project has a defined industrial scale.
An initial 30-tonne-per-day configuration and a planned 13,000 m² recovery facility give the engineering and commercial work concrete parameters. RGH’s broader expansion ambition creates a further opportunity to evaluate.
2. Local infrastructure and our technology are being developed together.
The Bulacan site, Greenergie’s waste-sector experience and REI’s development role complement our process knowledge and feasibility work.
3. Market access and traceability are part of the business model.
Product offtake and planned KleanLoop integration connect the conversion process with customers and the records needed to substantiate material recovery.
These are selected achievements and lessons. Further technical and commercial insights are available through an engagement with Klean.
If you control a suitable plastic-waste stream, an industrial site or a market for recovered hydrocarbons, we can help connect those assets into a defined project.
The RGH case illustrates the value of developing the feedstock, process, product specification and customer relationship together. Engage we to establish the configuration and preliminary commercial basis appropriate to your location and intended products.
For a new equipment development, the paid Detailed Equipment Quotation (DEQ) provides the proposed equipment configuration and preliminary technical and commercial information. A Detailed Feasibility Study (DFS) develops the project’s technical and commercial case, followed by Front-End Engineering Design (FEED). Each stage applies our experience to the decisions needed for the next investment step.
