Malaysia Launches Green Bunker Regulatory Roadmap for Marine Biofuels

Malaysia has launched a Green Bunkering Regulatory Roadmap to prepare its ports, institutions and regulatory framework for the transition to low-carbon marine fuels, positioning the country as a regional green-bunkering hub.
The roadmap was launched at Maritime Week 2026 by Malaysia’s Minister of Transport, YB Anthony Loke, and developed in partnership with Australia’s Partnerships for Infrastructure programme. Endorsed by Cabinet in early 2026, it sets strategic direction for all seven of Malaysia’s federal ports.
The plan carries nine priority recommendations spanning institutional reform, streamlined digital licensing, safety frameworks for methanol and ammonia bunkering, investment incentives, and the development of a longer-term Clean Fuels Act.
A key measure takes effect in February 2027, when all bunkering licences are consolidated into a single-window process managed by the Ministry of Transport. The move streamlines approvals that previously required sign-off from roughly eight agencies and supports Malaysia’s broader green-fuel transition.
The framework covers a spectrum of alternative fuels including liquefied natural gas, biofuels and methanol, alongside a longer-term target to grow the share of low-carbon fuels in the maritime fuel mix.
Growing regulatory clarity is expected to lower barriers for operators and spur investment in bunker infrastructure and alternative fuel supply. That shift opens real demand for drop-in marine biofuels and advanced feedstocks, including recovered pyrolysis oil that can be blended into lower-carbon marine fuel pathways.
