The incineration plant cost is one of the biggest challenges in any waste-to-energy project, and unrealistic price expectations remain common among clients.

The Reference Point for Waste-to-Energy

Incineration is the most prevalent and widely approved thermal treatment technology in the world, and every newly developed waste-to-energy facility is typically compared against the price of an incineration plant of similar capacity. The capital cost of such a plant follows a well-documented curve, expressed through an empirical formula in which investment cost rises with capacity but unit cost falls as plants grow larger.

Cost by Capacity

Using that formula, a 40,000 tonne-per-year plant works out to roughly 41 million dollars, or about 1,026 dollars per tonne of annual capacity, while a mid-sized 250,000 tonne-per-year plant costs around 169 million dollars, or about 680 dollars per tonne of annual capacity. Capital expenditure per tonne of annual capacity therefore depends strongly on scale, with larger plants carrying a lower unit cost.

Technology Drives the Variance

The figures describe municipal solid waste to electricity plants, but costs vary with the technology chosen, whether burning on a grate or in a fluidised bed. Hazardous medical and industrial waste costs substantially more to process, requiring rotary kiln technology at large volumes and more sophisticated flue gas cleaning systems.

Beware the Low-Bidder Trap

The market is full of attractive offers for waste-to-energy facilities, but the practical lesson is that many fail to perform. Low-cost bidders should be asked to demonstrate units already operating commercially, and prices across pyrolysis, gasification, incineration or plasma treatment typically deviate by no more than 50 percent from the established level. CAPEX is also only the starting point, with actual viability depending on waste volume, energy tariffs, tipping fees and financing assumptions.
