The UK Environment Agency has published a resource framework that sets out when tyre pyrolysis oil (TPO) produced from waste tyres achieves end-of-waste status as a refinery feedstock.

End-of-Waste Status for TPO

Published on 30 June 2026 and applying to England, the framework helps producers understand when TPO meets the end-of-waste test and stops being waste. Under it, TPO is no longer considered waste when it is produced only from approved waste tyres, dispatched only to a permitted refinery as a feedstock, and meets a defined minimum specification.

Permitted Feedstock

The framework restricts input to two waste streams: end-of-life tyres (waste code 16 01 03) and shredded tyres or tyre crumb (19 12 04). Once produced, compliant tyre pyrolysis oil must be sent to a refinery holding the appropriate environmental permits, with certainty of use as a feedstock for marketable products.

A Defined Minimum Specification

The framework sets maximum limits covering kinematic viscosity, sulphur content, total acid number, total halogens, and a suite of metals including cadmium, mercury, lead, and zinc. Producers must carry out representative analysis before dispatch and keep records of incoming waste and outgoing product for inspection by the Environment Agency.
