Serbia has taken a decisive step toward structured waste tyre management, signing a memorandum of understanding with Italian sustainability firm Innovando to launch the country’s first bilateral extended producer responsibility ecosystem for tyres.
A First Bilateral EPR Ecosystem
The agreement was formalized during the Future-Proof Industry: Innovation, Partnerships and Sustainable Growth conference, held at the Serbian Chamber of Commerce (PKS). Representatives of Confindustria Serbia, Innovando, and the PKS signed the MoU, establishing a Serbian–Italian extended producer responsibility ecosystem for tyres. Under an EPR model, manufacturers carry responsibility for the full lifecycle of their products, from collection and recycling through to end-of-life treatment. The move marks a meaningful upgrade for a waste stream that has long been a fragmented environmental challenge in Serbia.
Aligning With European Standards
For Serbia, improving waste tyre management is closely tied to alignment with European environmental standards. Mihailo Vesović, Deputy President of the Serbian Chamber of Commerce, noted that emissions in certain industrial sectors remain above the EU average and cited the EU’s Carbon Border Adjustment Mechanism as added incentive for faster compliance. The EPR framework is positioned as a practical response, helping Serbian manufacturers prepare for stricter regulation while upgrading recycling infrastructure.
Digital Tracking and Traceability
Innovando’s contribution centres on improved collection systems and digital, AI-based tools that track materials and measure CO₂ emissions across the tyre lifecycle. The company has piloted these tools with Michelin, combining digital documentation with physical tracking through RFID tags and QR codes to trace end-of-life tyres from collection to recycling. Clear identification and separation of tyre materials raises recovery rates for rubber, steel, and other components — the same feedstock discipline that underpins tire pyrolysis and recovered carbon black production.
Closing the Loop Through Devulcanization
Innovando also points to its long-term investment in Rubber Conversion, a patented devulcanization process that returns recovered rubber to new tyre production without incineration. Within an EPR framework, such technology supports higher-value recycling and reduces dependence on virgin raw materials, while circular-economy projects that combine material recovery with pyrolysis oil and feasibility studies give regulators and operators a clear path from collection to marketable output.
