Poland Urged to Tighten Tyre Recycling Rules

Poland is moving to modernise its extended producer responsibility (EPR) scheme for tyres, with a bill that would raise recycling rates and bring more tyre types into the Polish tyre EPR system.

Why the Rules Need to Change

Under the current framework, the required tyre recycling rate is actually lower than the levels the market already achieves, while some tyres, including solid tyres, remain entirely outside the EPR system. The reform aims to adapt the scheme to current market conditions and the technological capability now available for processing end-of-life tyres, so that producer obligations keep pace with what operators can already recover.

Key Changes Proposed

The bill would replace the Polish Classification of Goods and Services (PKWiU) symbols currently in use with Combined Nomenclature (CN) codes, a shift intended to make it easier for businesses to classify products and to link reporting data to information held by tax and customs authorities. It would also expand the scope of the scheme to cover solid tyres meeting specific parameters, increase the recovery and recycling rates for pneumatic tyres, and update record-keeping and reporting under the waste laws.

Who It Affects

The changes will primarily affect producers and importers of tyres, oils and lubricants, but they also apply to recovery organisations and to entities collecting and processing waste oils and end-of-life tyres, tightening obligations across the entire waste tyre value chain.

Timing and Direction

Guidelines for the bill were published in the programme of the Council of Ministers on August 6, 2026, with adoption by the Council of Ministers scheduled for the fourth quarter of 2026. As European Union policy on waste and the circular economy continues to evolve, the reform is seen as a way to secure steadier feedstock and more dependable recovery routes for end-of-life tyres in Poland.
