Philippines Sets B20 Biodiesel and 50% SAF Targets in Fuel Transition Plan
Sustainable Aviation Fuel Philippines
The Philippines has set targets for B20 biodiesel blending, 50% sustainable aviation fuel (SAF) use and 30% alternative-fuel use in the maritime sector by 2050, as it works to cut dependence on oil imports.
The Department of Energy’s National Oil and Gas Contingency Plan sets emergency protocols against price spikes and supply cuts, while the Fuel Transition Plan (FTP) outlines the policy targets and investments to reduce oil dependence. “The events of 2026 have shown how developments in global energy markets can quickly affect domestic economies,” said DOE Secretary Sharon Garin.
The DOE is targeting a 1% SAF blending mandate by 2030. Domestic SAF production has yet to begin, but momentum is building through a multi-stakeholder working group and a partnership to produce SAF from coconut waste. The government is also weighing a rise in the gasoline ethanol blend from 10% to 15%.
The FTP aims to cut national oil dependence by at least 30% by 2030, 50% by 2040 and more than 50% by 2050, against a 2022 baseline. Transport accounts for 70% of the country’s oil demand, and the newly announced plans follow President Ferdinand Marcos Jr.’s declaration of a national energy emergency in March.

Turn Waste Into the SAF and Marine Fuel the Region Now Demands
As Southeast Asia sets binding SAF and biofuel targets, waste-derived pyrolysis oil becomes a scarce, in-demand feedstock for aviation and marine fuel.
Klean Industries produces pyrolysis oil co-processed into marine fuel and low-carbon fuels, with certified, traceable feedstock backed by feasibility studies and turn-key delivery.
