Industry Urges Harmonized End-of-Waste Rules for Recycled Tire Rubber
End Of Waste Criteria
Tyres Europe and Recycling Europe are urging the European Commission to harmonize End of Waste Criteria for rubber recovered from end-of-life tires.
National Rules Create Barriers
Fragmented national standards mean material recognized as a product in one Member State can still be treated as waste in another, complicating cross-border trade and raising administrative burdens for recyclers.
A Call For Binding EU Criteria
The joint position asks for clear, binding rules defining when ELT-derived rubber ceases to be waste and becomes a product, tied to wider goals such as the Clean Industrial Deal and the planned Circular Economy Act.
3.9 Million Tonnes Collected
Around 3.9 million tonnes of end-of-life tires were collected for treatment in Europe in 2024. Roughly half were recycled into materials, while the rest largely went to co-incineration — a split the groups want to improve.
Tire-To-Tire Circularity
Common rules could make it easier for manufacturers to incorporate recycled rubber into new tires and support higher-value applications, backed by technical work the associations say already exists.
