Biomethane Mandate: Dutch Lower House Approves Green Gas Blending Obligation

The lower house of the Dutch parliament has approved a national green gas blending obligation, clearing the way for a biomethane mandate that takes effect in 2027 and strengthens momentum for renewable gas across the EU.
Lawmakers passed the Green Gas Blending Obligation Act on 6 October 2026, following a review of proposed amendments. The rules will require gas suppliers to deliver a growing share of green gas, beginning in 2027 and ramping up through 2031.
The legislation introduces a tradable Green Gas Unit certificate to track compliance, with a buyout price acting as a price ceiling should certificates become scarce, and suppliers may buy out all or part of their annual obligation. Proposals to cap the obligation, exclude manure-based feedstocks and delay entry into force to 2028 were all rejected.
The bill, first submitted to parliament in May, also permits imports of green gas from other EU member states that meet the same sustainability and verification standards as domestic supply. The final text tightens oversight, bringing the evaluation deadline forward from five years to three and adding annual monitoring reports for both chambers of parliament. The bill now moves to the upper house, the Senate, for review.
The obligation is designed to drive down the supply-chain emissions of the gas grid while suppliers scale domestic biomethane and biogas upgrading capacity, with buyout fees returning to energy customers. The mandate aligns with the Netherlands’ goal of producing at least 2 billion cubic metres of green gas by 2030, and analysts view the vote as one of the clearest signals yet that renewable gas blending is moving from long-term ambition into binding policy across Europe — strengthening the commercial case for biogas upgrading and gasification projects.
