UK Publishes Resource Framework for Tyre Pyrolysis Oil

The UK Environment Agency has published a resource framework for tyre pyrolysis oil produced from waste tyres in England, clarifying when TPO can meet the end-of-waste test.

Approved Feedstocks Only

The framework applies to tyre pyrolysis oil made exclusively from approved inputs, chiefly end-of-life tyres under waste code 16 01 03 and shredded tyres or tyre crumb under waste code 19 12 04.

A Refinery-Bound Route

To leave waste controls, TPO must be sent only to a suitably permitted refinery as feedstock, meet minimum specifications covering key properties and metal limits, and be accompanied by the required evidence and records.

Storage and End Users

The framework states that TPO held in intermediate storage without an identified end user remains waste, keeping quality and traceability at the centre of any non-waste claim.

Review Ahead

The Environment Agency plans to review the framework in April 2029, giving tyre pyrolysis operators and refiners a clearer regulatory route for tyre-derived oil used as refinery feedstock.
