A new World Bank Group report finds that an oversupply of electrolyser stack manufacturing capacity is masking persistent balance-of-plant supply chain bottlenecks.

According to the World Bank Group report, electrolyser stack manufacturing capacity is currently oversupplied across the sector.

The Role of Electrolysers

Electrolysers use electricity to split water into hydrogen and oxygen, and are the core of green hydrogen production when the power comes from renewable sources. The stack is the device where the electrochemical reaction occurs, but a complete plant depends on far more than the stack itself.

Balance-of-Plant Constraints

Even with this overcapacity, the report says supply chain bottlenecks remain in the balance-of-plant components that surround the stack, including power conversion, water treatment, compression, and gas treatment systems. These ancillary units are essential in any complete installation, and their availability and cost can determine whether a project can actually be built rather than merely ordered on paper.

Hydrogen Supply Chain

The findings frame these bottlenecks within the broader challenge of scaling the full equipment set needed for hydrogen production, rather than any single component.
