France Recognises Tire Pyrolysis Oil as a Raw Material

France has adopted a decree that gives tire pyrolysis oil used as a raw material a clear End-of-Waste status, a first among European Union member states.

Closing a Regulatory Gap

For years, pyrolysis of end-of-life tires has demonstrably recovered useful hydrocarbons, yet the main product often remained classified as waste. The new decree, reference TECP2528362A, establishes a dedicated End-of-Waste framework for tire pyrolysis oil destined for material recovery rather than energy use in petrochemical or chemical installations.

Alignment With Chemicals Law

The framework builds on the EU Waste Framework Directive and links waste law to chemicals legislation, most notably REACH. Tire pyrolysis oil is already REACH-registered under EC numbers 948-949-8, and the decree aligns waste rules with that existing recognition rather than creating a status from scratch.

Feedstock and Quality Controls

The regime permits only non-hazardous end-of-life tires and explicitly excludes other plastic wastes and streams carrying persistent organic pollutants risk. Clear limits are set for sulphur, nitrogen, oxygen, halogens and metals, ensuring the oil is compatible with downstream chemical processing.

Industrial Accountability

Operators must run permitted installations, apply structured quality management, and maintain traceability from incoming tires to outgoing oil. A European-wide influence is expected, as other member states now have a concrete example of how End-of-Waste criteria can be applied to chemical recycling outputs.
