EU Commission Opposes Domestic-Only Biomethane Rules
Biomethane Single Market
The European biomethane industry must oppose compliance schemes that permit only domestic production at the expense of imported volumes, according to the European Commission.
Salvatore D’Acunto, a head of unit at the Commission’s Single Market, Enforcement and Barrier Removal department, said that favouring domestic production over imports works against efforts to create a single European biomethane market. “The main barriers that we have been confronted with are those which rely on the idea of national production, of protectionism against the input of byproducts coming from other member states,” D’Acunto said at European Biomethane Week 2026 in Brussels. “All the measures which favour national production to the detriment of input of production coming from other member states, we should find against that.”
The EU has sought to boost biomethane production and uptake as both a decarbonisation and supply-security tool since piped Russian gas flows were wound down after the 2022 invasion of Ukraine. But cross-border trade has been hindered by a patchwork of national frameworks, and by compliance schemes that accept only domestic volumes.
Early drafts of the Netherlands’ green gas blending obligation — due for a Senate reading — proposed accepting only Dutch volumes, though that provision has since been removed to allow imports from other EU countries. “We have been fighting against this national mindset; what we are looking for is not 27 different markets,” D’Acunto said.

Build Biomethane Capacity for a Single European Market
A harmonised, cross-border biomethane market rewards producers whose gas meets common specifications and traceability standards — not those shielded behind national-only schemes.
Klean Industries engineers and delivers biomethane plants such as Bioenergie Schuby in Germany, with feasibility studies, turn-key EPC and KleanLoop blockchain traceability that travels across borders.
