Tyre Pyrolysis Oil Resource Framework

On 30 June 2026, the Environment Agency published the UK’s first dedicated resource framework for tyre pyrolysis oil — the first new end-of-waste framework introduced in the UK since the original Quality Protocols were developed between 2004 and 2015. For the first time, producers, refiners, traders and investors have a specific, publicly available route for demonstrating when tyre pyrolysis oil produced from waste tyres can cease to be classified as waste and move outside waste-management controls.

The framework is a defined refinery-feedstock pathway, not a general product approval. TPO can reach end-of-waste status where it is produced exclusively from approved tyre-derived waste — end-of-life tyres under waste code 16 01 03, and shredded tyres or tyre crumb under waste code 19 12 04 — then sent only to a permitted refinery for use as feedstock in the manufacture of marketable products.

Specification, Evidence and Traceability

Compliance is not confined to a certificate of analysis. Producers must agree a final specification with the receiving refinery that meets Environment Agency limits for kinematic viscosity, sulphur content, total acid number, total halogens and a range of metals, and must carry out representative analysis before dispatch from the pyrolysis oil plant. The framework also reaches into feedstock provenance, production and supply records, tank inventories and refinery deliveries — rewarding suppliers capable of linking every stage of the supply chain.

Imported TPO Is Not Automatically Recognised

End-of-waste status is territorial. A product classification in the country of dispatch will not automatically be accepted in the UK: the importer must demonstrate that imported TPO satisfies the framework, and where evidence is incomplete, the Environment Agency’s default is to treat the material as waste. TPO held in intermediate storage without an identified end user is also treated as waste, and mixing rules are strict — compliant TPO mixed with waste oil becomes waste in its entirety, while mixing with a non-waste material such as crude oil does not.
