The sound decision weighs resource-recovery potential, environmental impact and operating cost for each stream, then keeps the operator inside regulatory limits while capturing the value still locked in the oil. Record-keeping and chain of custody matter as much as the treatment itself, since generators retain lifetime liability for their streams.
