The economics of thermal waste treatment are tilting away from conventional incineration. A new report from the International Energy Agency (IEA) finds that advanced thermal conversion of municipal solid waste is attracting growing interest, driven by rising landfill taxes, tightening legislation, and increased awareness of the greenhouse gas emissions and environmental pollution that untreated waste causes.

At the centre of that shift are pyrolysis, gasification, and the co-processing of biomass and waste — conversion routes aimed not simply at destroying waste but at producing energy carriers such as liquid fuels and higher-value chemicals, which in turn advance climate and environmental goals.

Dieter Stapf of the Karlsruhe Institute of Technology, a member of the IEA’s Task 36 team, points to landfill tax as the decisive driver: where taxes are high, as in the United Kingdom, thermal treatment is implemented strongly, and the same dynamic holds in Germany and Sweden, where unrecyclable waste has no realistic landfill option. Across the EU, the latest legislation will further reduce landfilling, pushing more material toward thermal routes.

The report also shows the technology maturing in the field. Enerkem has operated a residual-waste-to-methanol process in Edmonton, Canada since 2017 using bubbling fluidized-bed gasification with staged oxidant addition, and a 100 MW air-blown gasifier at the CEMEX cement plant in Rüdersdorf, Germany runs entirely on residual derived fuel. These are the early commercial and demonstration milestones that define the path ahead.

For operators, the report’s conclusion is the clearest signal: promoting pyrolysis and gasification goes hand-in-hand with waste management system optimization and reduced greenhouse gas emissions, while growing demand for recycled feedstock, the limits of physical separation, and declining social acceptance of incineration — together with subsidies — drive investment into alternative thermal treatment.
