Regulation exists to make sure its subject reaches a minimum standard, but any rule is only as good as the willingness and capacity to actually enforce it.

Why Rulebooks Exist

Regulation plays a role in ensuring that the subject of a rule reaches a set standard as a minimum. It is why fuel must meet a specification, why food must be safe to eat, and why waste must be properly managed when it is handled. These standards only hold their value when someone is actually checking that they are met.

The Enforcement Gap

Any such regulation is only as good as its enforcement. A rule that nobody polices fails to deliver the standard it promises, no matter how carefully the words are drafted or how clear the intent behind them. The gap between what a statute says and what actually happens on the ground is where standards quietly collapse, and where the public protection they were written to provide never materialises.

A Case Outside Waste

The point is made vivid by a side-step away from waste. It is illegal to ride motorised scooters on the public highway unless they come from designated hire companies in designated locations, yet electric scooters are seen around streets with barely a second look from the police. The regulation is simply not enforced, and because it is not enforced it does not work as it should.

What This Means for Waste

The same logic applies squarely to environmental rules. A standard that is written but not enforced will not hold, whether the subject is tyres, packaging or any other waste stream. The real test of a regulatory regime is not the words on the page but the will and the capacity to hold actors to that standard in daily practice.
