What the Target Actually Demands
A recovery target expressed as a share of the whole vehicle forces the residue onto the ledger. Landfilling the residue caps the recovery rate below the target; processing it — recovering its energy, metals and minerals — is what lets a recycler clear the bar.
The incentive structure is the point: regulation made shredder residue a compliance obligation long before it was universally seen as a resource, and that obligation drove investment in the thermal routes that process it.
